Verdict — AVOID (high confidence)
Cowing is a roster-clog with no contingent path, and he carries real risk of not being on the 53 at all. He is seventh in SF's WR order (Evans / Pearsall / Kirk / Stribling / D. - Real speed, real college production: 4.38 forty with elite splits, an age-18 breakout at UTEP, and back-to-back 85/90-catch P5 seasons at Arizona — the raw material of a slot/YAC contributor exists, and Shanahan's bunch/motion scheme (68.5% motion) is the friendliest possible home for a free-release-dependent 170-pounder.
